Terms and Conditions

Effective date: September 1, 2026 Last updated: September 1, 2026

These Terms govern your use of urbanchamber.ca and of the reports, publications, alerts, subscriptions and other services provided by Urban Chamber (the "Services"). By using the website or the Services, you agree to these Terms. If you do not agree, please do not use them.

1. About Urban Chamber

Urban Chamber is an independent planning and municipal publication. We monitor publicly available municipal records, agendas, minutes, staff reports, by-laws, policies and related proceedings, and publish analysis of planning and land-use activity in the Greater Toronto Area and, as the service grows, other jurisdictions.

Urban Chamber is a private service. We are not affiliated with, endorsed by, or acting on behalf of any municipality, regional government, agency, tribunal or ministry. Municipal names, documents and public records are referenced for identification, research and analytical purposes only, and their use does not imply any endorsement or partnership.

2. What the Services are

Our content is provided for general information, research and analysis. It is intended to help readers understand municipal activity and identify developments opportunities that may be relevant to planning, development, real estate and related work.

We do not claim to cover every relevant municipal item. What we cover reflects our editorial and analytical judgment.

3. No professional or investment advice

Nothing published by Urban Chamber is legal, planning, engineering, financial, investment, securities, brokerage, appraisal, tax or accounting advice, and nothing we publish is a formal market forecast or a recommendation to buy or sell any property or security.

Our analysis discusses possible implications of municipal decisions and proposals. It is editorial judgment and involves uncertainty. You are responsible for your own due diligence and for obtaining professional advice before acting.

4. No guarantee of planning outcomes

Municipal planning decisions turn on the facts of each matter. A prior decision, staff recommendation, committee position or approval does not guarantee similar treatment of a future proposal. Decisions may be amended, deferred, withdrawn, reconsidered, appealed, overturned or affected by later legislation or policy. Nothing we publish should be read as a guarantee of any particular outcome.

5. Sources and accuracy

We rely substantially on publicly available information published by municipalities and other third parties. We do not control those records and do not independently audit every source, and information may change after we publish.

We do not warrant that our content is complete, accurate, current, error-free or fit for any particular purpose. Please verify anything material against the primary source, the relevant municipality, official document, by-law, report or decision. Where we become aware of a material factual error, we may correct or update the content.

6. AI-assisted research

We may use artificial intelligence and automated tools to help collect, organize, classify, summarize and compare information. This work is reviewed as part of our editorial process, but automated systems can produce errors or misleading interpretations. AI-assisted analysis is not independently verified professional advice and is not a substitute for reviewing the primary source. We may change the tools and methods we use without notice.

7. Intellectual property

Our original reports, analysis, commentary, summaries, editorial selections, compilations, graphics, branding, site design and analytical frameworks are owned by Urban Chamber or its licensors and are protected by copyright, trademark and other applicable rights. These Terms do not transfer ownership of anything to you.

Third-party materials we reference, quote or link to remain the property of their respective rights holders. Referencing them does not make them ours.

8. Permitted use

Subject to these Terms and to any subscription terms that apply, you may use our content for your personal, professional, educational or internal organizational purposes, including downloading, printing or storing material where the relevant Service allows it.

You may cite our research in your own professional or research work, provided you attribute it accurately and do not present it as your own.

9. Restrictions

Unless we permit it in writing or the law allows it, you must not:

  • republish or redistribute substantial portions of our original content;

  • resell, sublicense or otherwise commercially exploit our reports or subscription content;

  • systematically copy or archive our content to build a competing database or service;

  • share subscription credentials or give unauthorized persons access to subscriber-only material;

  • remove copyright, attribution or other proprietary notices, or present our work as your own;

  • scrape, crawl or harvest content from the site by automated means;

  • interfere with the security or operation of the site; or

  • use the Services for unlawful purposes.

Our subscription content and other proprietary material may not be systematically collected, copied or used to train, fine-tune, evaluate or benchmark an artificial intelligence or machine-learning system without our written authorization.

Nothing here is intended to restrict rights that cannot lawfully be restricted.

10. Accounts and subscriptions

Where we provide subscriber accounts, you are responsible for keeping your credentials confidential and for activity under your account, and you should notify us promptly if you believe your account has been compromised. We may suspend or restrict an account we reasonably believe is being shared without authorization, compromised or used in breach of these Terms.

Where paid Services are offered, the price, billing frequency, term, renewal, cancellation and refund terms will be presented before or at the time of purchase, and additional terms may apply to particular products. Nothing in these Terms limits rights that cannot lawfully be excluded under applicable consumer protection law.

11. Communications

You may receive administrative or service-related messages necessary to operate your account or deliver a Service you requested. Commercial electronic messages are sent in accordance with Canada's Anti-Spam Legislation, including its consent, identification and unsubscribe requirements.

If you send us feedback or suggestions, you permit us to use them to improve the Services, subject to our Privacy Policy. Please do not send confidential or privileged information through a general contact form.

12. Third-party links

Links to third-party websites and documents are provided for convenience. We do not control or endorse them and are not responsible for their content, accuracy, availability, security or privacy practices. Your use of those sites is governed by their own terms.

13. Availability and changes to the Services

We aim to keep the site and Services reliably available but cannot guarantee uninterrupted, secure or error-free access, and we may suspend access for maintenance, security, updates, technical problems or circumstances beyond our reasonable control. We may also modify, add, remove or discontinue features from time to time. Where a change materially affects a paid subscription, we will give any notice required by law or by the applicable subscription terms.

14. Disclaimer of warranties

To the fullest extent permitted by law, the Services are provided on an "as is" and "as available" basis, without warranty that they will be uninterrupted, error-free, complete, accurate, current, secure or suitable for a particular purpose. Nothing here excludes a warranty, condition or statutory right that cannot lawfully be excluded.

15. Limitation of liability

To the fullest extent permitted by law, Urban Chamber and its owners, officers, employees, contractors and service providers are not liable for indirect, incidental, consequential, special or punitive damages arising from your use of, or reliance on, the Services. This includes losses relating to property acquisition or disposition, development, financing or investment decisions, planning applications, changes in municipal policy, errors or omissions in third-party information, interruptions, or loss of data.

Our total liability arising from the Services will not exceed the amount you paid us for the applicable Services in the twelve months before the event giving rise to the claim.

Nothing in these Terms excludes or limits liability where the law does not permit it.

16. Indemnity

To the fullest extent permitted by law, you agree to indemnify Urban Chamber and its owners, officers, employees, contractors and service providers against claims, damages, losses and reasonable costs arising from your material breach of these Terms, your unlawful use of the Services, your unauthorized distribution of our content, or your violation of another party's rights. This does not apply where the claim results from our own negligence or wilful misconduct.

17. Suspension and termination

We may suspend or terminate access where reasonably necessary to protect the security of the site or its users, prevent misuse, address a material breach, comply with legal requirements, or discontinue a Service. Where appropriate, we will give notice and an opportunity to remedy a breach. Termination does not affect rights that accrued beforehand or provisions that by their nature survive.

18. Privacy

Our collection and handling of personal information is governed by the Urban Chamber Privacy Policy, which forms part of these Terms by reference.

19. Changes to these Terms

We may update these Terms from time to time. The current version is posted here with its "Last updated" date, and where the law requires it we will give additional notice of material changes. Continued use after an update constitutes acceptance to the extent permitted by law.

20. General

These Terms are governed by the laws of Ontario and the federal laws of Canada applicable in Ontario, and, subject to any mandatory rights available to you, the courts of Ontario will have jurisdiction over any dispute.

If a provision is found unenforceable, it will be modified to the minimum extent necessary or severed, and the rest will remain in effect. A failure to enforce a provision is not a waiver of it. These Terms, together with the Privacy Policy and any terms applicable to specific Services, form the agreement between you and Urban Chamber, except where a separate written agreement applies.
